Your consumption is on your electricity bill, and you can also see it on Min side (My page) at Elhub. A detached house typically uses about 17,000 kWh a year, or 1,400–1,500 kWh a month on average, most of it in winter.

NO1 Eastern Norway, 1,500 kWh a month

October 2025 – September 2026, Norgespris would have cost NOK 7,805 less than the spot price with strømstøtte.

Norgespris was cheaper in 12 of 12 months.

1–27 October (incl. tomorrow's prices): spot price with strømstøtte NOK 1,299, Norgespris NOK 653. This month is not in the total yet.

Energy price only, incl. VAT (none in Nordland, Troms and Finnmark). We assume the same use every month, spread evenly over all hours. Grid fees, electricity tax and the supplier's mark-up come on top under both schemes and are left out.

Norgespris is the Norwegian state's fixed electricity price: 50 øre/kWh incl. VAT (40 øre excl. VAT; 100 øre = NOK 1) until 31 December 2026, whatever the spot price does. Households in Nordland, Troms and Finnmark pay no VAT on electricity, so there it is 40 øre. The alternative is the spot price with strømstøtte, the state's electricity support. For 2027 the government proposes 45 øre/kWh excl. VAT (56.25 øre incl. VAT).

Norgespris pays off when the spot price after strømstøtte averages more than Norgespris, 50 øre/kWh incl. VAT. When power is cheap, the spot price wins. The table above shows how it has gone in each price area.

Norgespris is not an electricity contract. You keep your contract with your supplier, and the difference between the spot price and Norgespris is deducted from or added to your grid bill, hour by hour. So when the spot price is below Norgespris, you pay the difference.

On the spot price it pays to use power in the cheap hours, for example by charging your EV at night. With Norgespris every hour costs the same, so shifting your use saves nothing.

A metering point can have only one of the schemes. Once you order Norgespris you are bound until 31 December 2026, though you can cancel the order within 14 days. The supplier's mark-up, grid fees and electricity tax apply under both.

How to order Norgespris for 2027

Norgespris does not renew itself. Your current agreement ends on 31 December 2026, and to keep the fixed price you have to order again. You order on Min side (My page) at Elhub with a Norwegian electronic ID such as BankID, or through your grid company if you can't order online. Only the customer registered on the metering point can order. In the state budget of 7 October 2026 the government proposed 45 øre/kWh excl. VAT for 2027. Stortinget, the Norwegian parliament, passes the budget in December, and ordering is expected to open after that.

Strømstøtte 2026: how the electricity support works

Without Norgespris you get strømstøtte automatically. The state covers 90% of the spot price above 77 øre/kWh excl. VAT (96.25 øre incl. VAT), hour by hour, for up to 5000 kWh a month per metering point at your home. It is deducted on your grid bill. Spot prices are set per 15 minutes; we calculate the support from the average of the four quarters of each hour.

Example: at a spot price of 177 øre/kWh excl. VAT you get 90 øre in support and pay 87 øre yourself before VAT.

In 2025 the threshold was 75 øre/kWh excl. VAT. For 2027 the government proposes a threshold of 79 øre/kWh excl. VAT.

How we calculate

We use the actual spot prices of your price area from ENTSO-E, converted from euros to kroner at the European Central Bank (ECB) rate for each day.

Strømstøtte is calculated hour by hour: 90% of the hourly price above the year's threshold, 77 øre/kWh excl. VAT in 2026. Since 1 October 2025 prices are set per 15 minutes, and the rules say "hour by hour". So we use the average of the four quarters of each hour, as the regulator RME has proposed for billing. Norgespris is also settled hour by hour.

We spread your use evenly over all hours and assume the same use every month. If you use most of your power when it is expensive, in winter for example, Norgespris usually pays off more than these figures show.

Prices include VAT, except in Nordland, Troms and Finnmark, where there is none. We count the energy price only: grid fees, electricity tax and the supplier's mark-up are the same under both schemes and are left out.

The calculator is for a home using up to 5000 kWh a month. For cabins and holiday homes the Norgespris cap is 1000 kWh a month and there is no strømstøtte (unless you live there permanently), so the sums work out differently.

The rules are in the Norgespris regulation (FOR-2025-09-08-1790) and the strømstøtte regulation (FOR-2025-09-08-1791) on Lovdata (in Norwegian).

Questions and answers

Is Norgespris worth it?

It depends on the spot price where you live and on when you use power. Norgespris pays off when the spot price after strømstøtte averages more than Norgespris, which is 50 øre/kWh incl. VAT (40 øre in Nordland, Troms and Finnmark). Pick your price area and consumption in the calculator to see what you would have saved over the last 12 months.

How much can you save with Norgespris?

It varies a lot between price areas and from month to month. The calculator shows what you would have saved or lost with your consumption, month by month, and the table above shows the same for all five price areas.

What does Norgespris cost?

From 1 October 2025 to 31 December 2026 Norgespris is 40 øre/kWh excl. VAT, 50 øre incl. VAT. Households in Nordland, Troms and Finnmark pay no VAT on electricity, so there it is 40 øre. For 2027 the government has proposed 45 øre excl. VAT (56.25 øre incl. VAT); Stortinget sets the price in December.

Norgespris, spot price or fixed price: which pays off?

Norgespris is a settlement on your grid bill, not a supplier contract, so it comes on top of whatever contract you have. If you want a predictable price, Norgespris with a spot-price contract gives you just that: in practice 50 øre/kWh incl. VAT (40 øre in Nordland, Troms and Finnmark) plus the mark-up. A fixed-price contract on top adds no extra security. With a fixed-price contract you pay the fixed price, and on your grid bill you get a deduction when the spot price is above Norgespris and an extra charge when it is below.

What are the downsides of Norgespris?

When the spot price is low you pay more than on the spot price, because the difference is added to your grid bill. You are bound for the whole period and can't switch back to strømstøtte after the 14-day cancellation window. Shifting your use to cheap hours saves nothing, and use above 5,000 kWh a month is paid under your supplier contract.

How is Norgespris calculated?

Norgespris is not an electricity contract. You keep your contract with your supplier, and the difference between the spot price in your price area and Norgespris is worked out hour by hour. If the spot price is higher, the difference is deducted from your grid bill; if it is lower, it is added. On a spot-price contract you then effectively pay 50 øre/kWh incl. VAT plus the mark-up. On a fixed-price contract, do the sums carefully first: the settlement follows the spot price regardless.

How do I order Norgespris for 2027?

Norgespris does not renew itself, so you have to order again if you want it in 2027. Ordering opens after Stortinget has passed the state budget in December. You order on Min side (My page) at Elhub with a Norwegian electronic ID, or through your grid company. Only the customer registered on the metering point can order. If you don't order, you get the spot price with strømstøtte, which the government proposes to continue in 2027.

How long does Norgespris last, and is there a lock-in?

The price of 40 øre excl. VAT applies from 1 October 2025 to 31 December 2026. Once you order Norgespris you are bound for this period, but you can cancel within 14 days of ordering. For 2027 you have to order again. The regulation runs until 31 December 2029, with the price set for each period.

Can I get Norgespris at my cabin?

Yes. For cabins and holiday homes Norgespris covers up to 1,000 kWh a month per meter. Holiday homes get no strømstøtte, so the choice there is between Norgespris and the plain spot price, unless you live there permanently. This calculator is for a home.

Do you get strømstøtte with Norgespris?

No. A metering point can have either Norgespris or strømstøtte, not both. If you have several meters, you choose for each of them.

Does Norgespris cover grid fees and the supplier's mark-up?

No. Norgespris covers the energy price only. You pay grid fees, electricity tax and your supplier's mark-up or monthly fee as before.

Does Norgespris pay off in Northern Norway?

Households in Nordland, Troms and Finnmark pay no VAT on electricity, so Norgespris costs 40 øre/kWh there. The spot price in NO4 has often been low, so Norgespris has paid off less often in the north than in the south. See the NO4 row in the table above.
